On choosing a version

The question is less obvious than it looks. The newest version is not always the best choice: the third branch has a considerably larger ecosystem of modules and themes, and independent measurements do not show it to be slower. The fourth branch is internally split — 4.0 and 4.1 differ fundamentally, to the point where one of them has no modification mechanism at all.

So the version is chosen for your scenario: which modules you need, whether custom development is planned, and which PHP your hosting runs.

What is not included

Populating the catalogue and design work. The installation gives you a working foundation with a standard or chosen theme; populating it is separate work, for which a bulk import is usually more practical.
